As many as 12 people were killed in twin blasts in the town of Kizlyar in Russia"s North Caucasus republic of Dagestan.
On Monday, two suicide bombings on the Moscow metro killed at least 39 people and injured dozens more.
"The terrorist acts in Moscow and Kizlyar are links in the same chain." Magomedsalam Magomedov said after he arrived at the scene of the attack in Kizlyar. "These people do not want peace, they want war."
